Commissioner Naressa MacKinnon is a Houston native who has been an active member of the Cy-Fair community since 2019. She brings a strong foundation in healthcare operations and business leadership to the Harris County Emergency Services District No. 9 Board, drawing on her experience as a Chief Operating Officer in the healthcare sector and as a successful business owner. Her background also includes time as a volunteer firefighter in her early twenties, giving her a firsthand understanding of the demands and challenges faced by fire and EMS personnel.
As a Commissioner, Naressa prioritizes firefighter wellness, fact-based decision-making, and maintaining the community’s trust through transparent and reliable governance. She has been a strong proponent of the District’s THRIVE program, championing initiatives that support the physical, mental, and professional well-being of first responders. Her approach centers on accountability, data-driven strategy, and building a culture that supports both the department and the residents it serves.
Beyond her role with HCESD9, Naressa serves on the Board of Camp SHiEld and has devoted more than 25 years to coaching Special Olympics athletes, reflecting her longstanding commitment to community service and advocacy. She remains dedicated to strengthening the partnership between the District, its members, and the Cy-Fair community.
